In order to regulate and effectively implement bilateral scientific and technical cooperation, Ukraine and Libya signed agreements on cooperation in science and technology, medicine and public health, geological research, peaceful use of atomic energy, higher education, as well as on mutual recognition of education and scientific degrees’ documents.
The validity of the mentioned documents was confirmed by the parties during consultations on contractual and legal issues that took place in the Ministry of Foreign Affairs of Ukraine in December 2012.
Taking into account the complex socio-political situation in Libya, bilateral dialogue in the field of scientific and technical cooperation is limited.
In case of normalization of the security and political situation in Libya, a gradual re-establishment of bilateral relations in the field of education and science is expected. In the medium-term perspective, the main priority in the development of bilateral scientific and technological cooperation remains the joint research in the fields of metal processing, engine manufacturing, the introduction of alternative energy sources, in particular, nuclear energy, the organization of joint scientific seminars and exhibitions, the exchange of visits of expert delegations.
Despite the volatile internal situation in Libya, during 2014-15 several meetings of representatives of the Libyan side with the leadership of the Taras Shevchenko National University of Kyiv and the National Technical University of Ukraine "Kyiv Polytechnic Institute" were organized.
In 2018, an internship program "Automated systems of management of a modern city" for a group of public servants from the municipality of Misurata was organized. As of 2018, about 600 Libyan students studied in Ukraine. In 2018, the consular section of the Embassy issued 321 visas for study in Ukraine, which is about 20% higher number than in 2017 (270 visas).
